摘要
农业、农村与农民问题是贯穿我国现代化进程和中华民族复兴之路的基本问题。党的十九大报告高瞻远瞩地提出了实施乡村振兴战略。湖州作为"两山"理念诞生地,地处沿海发达地区,在乡村振兴中具有独特优势,但也存在着一定的问题和困难。湖州应以习近平新时代中国特色社会主义思想为指导,积极贯彻中共中央、国务院和浙江省委、省政府关于乡村振兴文件精神,以"八八战略"为总纲,从实际出发,因地制宜,从四个方面来推进乡村振兴:开辟特色小镇建设的示范路径,引领沿海发达地区乡村振兴的新格局;优化美丽乡村建设的发展路径,培育沿海发达地区乡村振兴的新动能;完善自治、法治与德治的治理路径,构建沿海发达地区乡村振兴的新风貌;繁荣农村文化发展的建设路径,焕发沿海发达地区乡村振兴的新气象,从而为全国乡村振兴提供新经验、新范例。
The"Three Agriculture"problem is always the basic issue through the process of the modernization and the renaissance of China.The report at 19 th CPC National Congress proposed a long-term vision of the implementation of the rural revitalization strategy.Huzhou,as the birthplace of the important concept of the"two mountains"theory,is located in the coastal developed area.Huzhou has its own unique advantages in the rural revitalization and also face some difficulties.In the new era,Huzhou should be guided by Xijinping’s Thought on Socialism with Chinese Characteristics for a New Era and actively carry out the spirit of the Central Committee of the Communist Party of China,the State Council and the Zhejiang Provincial Party Committee and the provincial government on the rural revitalization.Guided by the"Eight-eight Strategy"and proceeding from reality and adapting measures to local conditions,rural revitalization is promoted from the following four aspects:opening up the demonstration path of the construction of characteristic towns and leading the new pattern of rural revitalization in coastal developed areas;optimizing the development path of beautiful rural construction and cultivating the new kinetic energy of rural revitalization in coastal developed areas;optimizing the governance path of autonomy,improving rule of law and moral governance,constructing a new style of rural revitalization in coastal developed areas,constructing the path of prosperous rural culture development and reviving the new atmosphere of rural revitalization in coastal developed areas.This paper provides new experience and new examples for the revitalization of rural areas throughout the country.
