摘要
先进安全技术装备的征集和推广工作能够促进安全产业高质量发展、加快优质产品快速部署、提高产业安全保障能力,相应的评价指标体系亟待构建。提出先进安全技术装备的三大属性——技术成熟度、技术先进性和推广适用性,利用层次分析法将三大属性确定为一级指标,并结合先进安全技术装备推广应用实际,进一步确定二级指标和相应的主要观测点,形成先进安全技术装备评价指标体系。通过定性和定量方法确定各指标的赋值方法,进而构造先进安全技术装备的评估方法。后续还需细化专家进行跨行业评判时的指标权重设定以及专家评分的整合方式,消弭专家水平对评价质量的影响。
The collection and promotion of advanced safety technology and equipment can be helpful to the high quality development of safety industry,speed up the rapid deployment of high quality products,and improve the ability of industrial security.Therefore,the corresponding evaluation index hierarchy needs to be built.The 3 attributes of advanced safety technological equipment,namely,the technology maturity,the technology advance and the promotion applicability,are established.By using the Analytic Hierarchy Process(AHP),the 3 attributes are identified as the first level indicators.Combined with the practical application of advanced safety technological equipment,the second level indicators and the corresponding main observation points are further determined,so that the evaluation index hierarchy of advanced safety technological equipment is formed.The assignment method of each indicator is determined by qualitative and quantitative methods,and then the evaluation method of advanced safety technological equipment is constructed.In order to eliminate the influence of experts’level on the evaluation quality,it is necessary to refine the indicator weight setting and the integration method of experts’evaluation.
