摘要
耕地保护经济补偿是提供有效的耕地保护激励从而实现耕地资源保护目标的有效途径之一,而合理划分其补偿区与受偿区更是耕地保护经济补偿机制构建和政策实施的重要环节。兼顾粮食安全和生态安全双重视角,以福建省作为研究区域,采用粮食安全法和耕地生态足迹及承载力测算模型对该省耕地保护经济补偿区域的划分进行了研究。结果表明:福建省9个地市可划分为2个耕地保护经济补偿支付区(漳州市和厦门市)、3个耕地保护经济补偿受偿区(泉州市、三明市和南平市)和4个平衡区(福州市、宁德市、莆田市和龙岩市)。结果有助于为科学划定耕地保护补偿区域提供理论依据,为地方政府制定合理的耕地保护补偿制度提供实践参考,从而实现耕地资源保护和可持续利用的目标。
The economic compensation of cultivated land protection is one of the most effective ways to provide protection measures for cultivated land and protect cultivated land resources. The reasonable division of compensation areas is an important link in the construction of an economic compensation mechanism and policy implementation. This research takes into account the dual perspectives of food security and ecological security. Taking Fujian province as a research area, the paper divides the economic compensation area of cultivated land protection in the Fujian province by using the food security method, ecological footprint, and carrying capacity calculation model. Results show that: nine cities in Fujian province can be divided into two farmland protection economic compensation payment zones (Zhangzhou city and Xiamen city), three farmland protection economic compensation zones (Quanzhou city, Sanming city, and Nanping city), and 4 balance zones (Fuzhou city, Ningde city, Putian city, and Longyan city). These results will help provide a theoretical basis for scientifically delineating the compensation area for cultivated land protection and provide a practical reference for local governments to formulate a reasonable compensation system for cultivated land protection to achieve conservation and the sustainable use of cultivated land resources.
