摘要
通过对L乡精准识别实践的案例分析发现,农村精准扶贫的政策执行情境经历了从制度情境到行为情境再到关系情境的转换。在贫困治理制度情境的嵌入过程中,国家通过技术性的标准嵌入、识别流程的无缝隙对接及对标准的监控等机制,构建了贫困治理场域的"控制权"。在贫困治理制度情境向行为情境的转换过程中,基层官僚通过自由裁量权的运用,贫困识别在实践中呈现标准的"合法性变通"、识别流程的简化及特定贫困群体被故意"剔除"等面向,"强约束下的变通"成为精准识别政策执行中的形态。而在贫困治理关系情境的场域,基层官僚与村民通过对博弈情境的控制及"违规空间"的建构,贫困治理关系情境在实践中是一种低制度化均衡的关系。贫困治理情境路径的转换,体现了贫困治理的制度体系在实践过程中呈现规则软化的特性,国家在贫困治理场域是以一种"有限国家"的角色存在。
Based on the case analysis of L Township precision identification practice,we found that the implementation of rural precision poverty alleviation policy has gone through the transformation from institutional situation,behavior situation and relationship situation.In the process of embedding the institutional situation of poverty management,the state constructs the "control right"of the poverty management field through the embedding of technical standards,the identification of seamless docking of the process and the monitoring of the standards. When it comes to the field of the behavior situation of poverty management,through the use of their own administrative discretion,poverty identification presents the standard"legitimacy flexibility"in practice. The simplification of identification process and the deliberate "elimination"of poor groups have become the orientation of precision identification policy in the implementation of precision identification policy. In the field of the construction of the relationship situation of poverty governance,through the control of game situation and the construction of"illegal space"between grass-roots bureaucracy and villagers,the relationship situation of poverty management is not an institutionalized and balanced relationship in practice. It is a kind of situational equilibrium pattern in a specific situation.The transformation of poverty management situation shows that the system of poverty governance has the characteristics of softening rules in the process of practice,the structure of poverty management hovers betweenstandardization and locality,and can not really realize the transformation of modernization.
