摘要
近年来,越来越多的能源问题凸显而且严重影响了能源及经济的发展。本文主要以中国能源发展的现状为切入点,通过认清高质量发展的内涵及我国能源发展的主要问题和机遇,确定了我国能源高质量发展的3个主要目标:建设清洁低碳的绿色产业体系;打造清洁低碳、经济高效、安全可靠的现代能源系统;构建现代能源治理体系,同时通过分析明确了三大体系之间的关系。然后在此基础上得到了我国能源高质量发展的实施路径,探究如何攻坚克难,推动能源转型和能源的高质量发展,保障能源安全,优化能源结构,建立清洁低碳、安全高效的现代能源体系。
In recent years,more and more energy problems become prominent and seriously affect the development of energy and economy.In this paper,the current situation of China’s energy development as a starting point,through understanding the connotation of high-quality development and China’s energy development of the main problems and opportunities,determine the three main objectives of China’s high-quality energy development:to build a clean and lowcarbon green industrial system;to build a clean,low-carbon,cost-effective,safe and reliable modern energy system;to construct the modern energy management system,the relationship between the three systems is clarified through analysis.On this basis,the implementation path of China’s high-quality energy development is obtained,and how to overcome difficulties,promote energy transformation and high-quality development,ensure energy security,optimize energy structure,and establish a clean,low-carbon,safe and efficient modern energy system.
