摘要
"互联网+"不是将互联网技术与传统行业简单叠加,而是一种新的思维方式和治理手段,助推国家治理现代化。行政审批现代化是国家治理体系和治理能力现代化的重要体现,行政审批制度改革已成为构建服务型政府的重要途径。"互联网+"时代的到来使互联网技术能够广泛应用于行政审批领域,充分利用互联网的高效与便捷不断提升行政审批效能,将分散的行政审批进行物理上的聚合,使得"一站式"服务成为可能。然而,现有的行政审批制度在实践运行中仍然表现出行政审批与监督未能充分分离、行政审批智能化程度低和行政审批重政绩轻回应公众需求等阻滞因素。为此,需要进一步精细化分类审批流程,整合政务信息系统,重构行政审批流程和技术标准,并通过对行政审批实现全流程监管来保障行政审批的公正和透明。
“Internet+”makes the means of social governance more modern. The emergence of “Internet +”is not just a simple superposition of Internet technology and traditional industries,but a new way of thinking andgovernance means. All along,the modernization of administrative examination and approval is the national management system and management ability important embodiment of modernization,at present,the reform of the administrative examination and approval system has become an important way to build a service-oriented government,the advent of the era of “Internet +”,make the Internet technology can be widely applied in the field ofadministrative examination and approval,make full use of the Internet and efficient and convenient to improvethe efficiency of administrative examination and approval,will disperse the administrative examination and approval of physical aggregation,that makes it possible to “one-stop”service. However,the existing administrativeexamination and approval system still shows problems such as the separation of administrative examination andapproval and supervision,the low internalization of administrative examination and approval and the low effect ofadministrative examination and approval. Therefore,it is necessary to further refine the classified examination andapproval process,continuously integrate the government affairs information system,reconstruct the administrativeexamination and approval process and technical standards,and ensure the fairness and integrity of administrativeexamination and approval by supervising the whole process of administrative examination and approval.
