摘要
城市景观风貌是城市文明的积淀和城市发展的无形资产。对城市景观风貌有效保护与塑造,可为城市可持续发展带来收益和价值。随着城市的快速发展,城市景观风貌保护与塑造面临诸多问题,问题的破解尚缺乏纲领性制度设计,亟需立法予以规范。通过立法制度设计,有序规范城市景观风貌保护与塑造,形成特色鲜明、充满活力与魅力的城市景观风貌,对延续城市历史文脉,积淀城市文明,传承城市文化精神,促进城市可持续发展,提升城市形象非常重要。
Civic landscape style is an immaterial assets.The effective protection and shapping of the civic landscape can bring the city benefit and value for its sustainable development.With the rapid development of the cities,the shaping and protection of the landscape are facing a lot of problems.There are still not programmatic and systematic design up till no,so we still need some rules and laws to regularize it.By the design of legal system,the protection and shaping of the civic landscape can be of good order and regularized forming clear characteristics,full vigor and charm of the landscape.It is very important for extending the historical context,accumulating the urban civilization,heritage the culture tradition,and promotion of the city’s sustainable development and image of the city.
