摘要
针对我国油气资源禀赋条件和勘探开发现状,创新油气勘探开发模式是提高我国油气可持续供给能力的重要举措。文章阐述了设立页岩气综合试验区,建设若干个页岩油示范区,开发已探明油气低品位难动用储量,实施煤系地层气综合勘探开发示范工程,加大现有油气区块勘探开发投入的具体措施,并提出推进上游油气管理改革建议。
In view of the endowment conditions of oil and gas resources and the current situation of exploration and development in China,innovating mode of oil and gas exploration and development is an important measure to improve the sustainable supply capacity of oil and gas in China.The paper expounds the specific measures for establishing comprehensive experimental area of shale gas,constructing a number of demonstration areas of shale oil,developing proven low-grade and difficult-to-produce reserves of oil and gas,implementing comprehensive exploration and development demonstration project of coal-measure formation gas,increasing investment in exploration and development of existing oil and gas blocks,and puts forward recommendations for promoting the reform of upstream oil and gas management.
