摘要
人力资源在空间维度配置的不平衡,制约了京津冀协同发展战略的深入实施。科学评价京津冀人力资源配置效率,探究京津冀人力资源配置的时空格局、演变机理和影响因素成为解决人力资源配置问题的有效途径。利用超效率DEA测算京津冀人力资源配置效率,并运用GIS、探索性空间数据方法(ESDA)、Malmquist指数分别对京津冀人力资源配置效率的时空格局、演变机理、影响因素进行实证分析。研究发现,京津冀人力资源配置效率虽整体呈现逐年提高的发展态势,但在空间上仍呈现“东高西低”格局,地区差异化显著;相邻地区人力资源配置效率的聚集特征呈现由负向空间自相关演变为正向空间自相关的发展态势;技术进步是影响京津冀人力资源配置效率的重要因素。进而,提出推进京津冀人力资源优化配置的治理整体方案、原则和关键点。
The imbalance in the allocation of human resources on spatial dimension constrains the in-depth imple-mentation of Beijing-Tianjin-Hebei coordinated development strategy. An effective way of solving human resource allocation problem in Beijing-Tianjin-Hebei area lies in the scientific evaluation of human resource allocation efficiency and the exploration of spatiotemporal pattern, evolution mechanism and influencing factors of human resource allocation. The human resources allocation efficiency in Beijing-Tianjin-Hebei area was measured by super-efficiency DEA, and the spatiotemporal patterns, evolution mechanism and influencing factors of human resource allocation efficiency in Beijing-Tianjin-Hebei area were analyzed by GIS, Exploratory Spatial Data Method(ESDA)and Malmquist index. The study shows that although the overall efficiency of human resources allocation in Beijing-Tianjin-Hebei area has been increasing year by year, it is still higher in the eastern part and lower in the western part on space dimension, representing a significant regional differentiation. The aggregation characteristics of human resource allocation efficiency in adjacent areas have evolved from negative spatial autocorrelation to positive spatial autocorrelation. Technological advancement is also an important influencing factor to the human resource allocation efficiency in Beijing-Tianjin-Hebei area. Therefore, an overall plan, principles and key points for promoting the optimal allocation of human resources in Beijing-Tianjin-Hebei area are proposed.
