摘要
宁波设立"一带一路"建设综合试验区,对构建国家对外开放新格局,打造浙江经济新引擎有重要的意义。在此基础上,打造开放层次更高、营商环境更优、辐射作用更强的自由贸易港区,已经成为新的政策风向标。文章分析了宁波建设综合试验区的现状与面临的主要问题,剖析其与自由贸易港的关联性,探讨了宁波在综合试验区基础上创建自由贸易港区的可行性,总结了国际上典型自由贸易港区的发展经验,对宁波争创自由贸易港区提出相应的政策建议。
Ningbo has set up a comprehensive pilot zone for the construction of the "Belt and Road",which is of great significance for building a new pattern of opening up to the outside world and building a new engine for Zhejiang’s economy. On this basis, it has become a new policy vane to create a free trade port with a higher level of openness, a better business environment and a stronger radiation effect. This paper studied the current situation and main problems of the Ningbo comprehensive pilot zone, analyzed its relationship with the free trade port area, discussed the feasibility of creating a free trade port area based on the comprehensive pilot zone, summarized the development experience of the typical free trade port area in the world, made corresponding policy recommendations for Ningbo to strive for a free trade port area.
