摘要
当前我国正处于新一轮电力体制改革的关键时期,完善的辅助服务市场是电力系统稳定运行的机制保障,解析国外电力市场辅助服务的发展历程对我国电力市场建设具有重要的借鉴意义。首先介绍了加州辅助服务市场发展历史及其辅助服务的种类,然后对比分析了两种辅助服务的出清方法:分离顺序法和协同优化法及其各自的优缺点;并结合加州新能源发展,介绍了应对新能源发电出力不确定性的新型辅助服务产品--灵活爬坡产品;最后分析了美国加州辅助服务市场对于中国现货市场的可借鉴性并提出了建议。
At present, China is in the critical period of a new round of power system reform, and a well-functioning ancillary service market is the mechanism guarantee for stable operation of electric power system. Analysis of the development process of ancillary service in foreign electricity market has important reference significance for construction of electricity market in China. This paper presents the history of California ancillary service market and its types of ancillary services, then compares and analyzes two kinds of ancillary service clearing methods, separate/sequential method and co-optimization method, and their respective advantages and disadvantages. Combined with the development of California renewable energy, this paper also presents a new type of ancillary service product named flexible ramping product (FRP) to cope with uncertainty of renewable power generation output. Finally, California ancillary service market is analyzed for reference to Chinese spot market and some suggestions are put forward.
