摘要
家庭农场的规模化土地是通过众多土地流转合同构建起来的“契约式合并”,存在着地权的不稳定性、收益分配的复杂性、生产经营的低可持续性等问题。应通过农民土地退出这一桥梁和纽带,逐步扩大家庭农场享有完全支配权和控制权的承包地规模,进而实现由土地租赁型家庭农场向土地产权型家庭农场的转变。然而,这一转变过程可能面临土地退出对价补偿水平以及补偿方式的确定、家庭农场主支付土地退出对价补偿的资金来源、退地农民的社会保障等一系列问题。因此,应科学界定土地退出对价补偿标准,设计多元化的退地对价补偿方式;拓展家庭农场筹资渠道,实现资金来源多元化;完善退地农民社会保障制度,创新退地方式,降低农民退地风险。
Family farm′s large-scale land is a "contractual amalgamation" constructed by many land transfer contracts, which has many problems, such as the instability of land ownership, the complexity of income distribution, and the low sustainability of production and management. Therefore, through the bridge and link of peasants withdrawal, the scale of contracted land that family farmers enjoy full control will be gradually expanded until land rental family farms are completely transitioned to land property rights family farms. However, this transformation process may encounter problems such as the determination of land withdrawal price and compensation method, the source of funds for family farmers to pay for land withdrawal cost, and the social security of returned farmers. Therefore,we should scientifically defining the price standard of land withdrawal, design diversified methods of compensation for land withdrawal, expand the financing channels of family farms to achieve diversification of sources of funds, improve the social security system of land withdrawal farmers, innovate ways of land withdrawal, and reduce the risk of land withdrawal farmers.
