摘要
本文在较系统阐述四川省气候资源开发利用与保护政策法规现状的基础上,分析了四川在全面推动高质量发展时代背景下气候资源开发利用与保护政策法规面临的诸如制度不完善、操作性不强、执行力不足等主要问题,并结合四川的实际情况提出了完善四川气候资源开发利用与保护政策法规体系的对策建议。
In this paper, the status quo of the development and protection policies for climate resources in China and Sichuan Province is summarized. In addition, the existing problems in development and protection policies for climate resources in Sichuan Province are also discussed. Finally, the suggestions for strengthening the construction of meteorological standards system and law enforcement system are proposed, which is beneficial to improve the laws and regulations system for the development and protection of climate resources.
