摘要
农村互助养老以解决当前农村实际养老问题为导向,在基层探索与政府治理的互动中得以完善和进一步发展。我国农村互助养老实践基于领导主体的不同,可以分为群众自发型、能人带动型以及干部领导型三种。文章通过分析现有农村互助养老实践,从社会治理的视角,探讨政府治理与村民自治在农村互助养老中的互动过程,从而推进对这两者互动关系的理解,并进一步提升对农村互助养老的认识。从纵向上看,互助养老中政府治理与村民自治的互动过程是政府逐渐介入的过程,依次经历了村民自治、村自治和政府治理三个阶段。互助养老是当前农村养老服务的有效补充,也是农村社会养老服务的一种过渡形式,即使未来城乡社会养老服务实现均等化,互助养老仍会以新的形式继续存在。
Mutual-aid Aged Care is oriented towards meeting the increasing needs of rural old-aged care,and further improved and developed in the interaction between government’s governance and villagers’autonomy.The practice of mutual-aid aged care in rural China can be divided into three types based on different leadership subjects;spontaneous mutual-aid aged care,capable person-driven mutual-aid aged care,and cadre-led mutual-aid aged care.Through analyzing the existing practice of mutual-aid aged care in rural areas from the perspective of social governance,this paper probes into the interactive process between governmental governance and villagers’autonomy in the mutual support for the aged in rural areas,so as to promote the understanding of the interactive relationship between the two and to enhance the understanding of mutual elderly support in rural areas further.Longitudinally,the interactive process is also a process of government intervention gradually,which has gone through three stages in turn;villagers’autonomy,village autonomy and governmental governance.Mutual support for the aged is an effective complement to the current rural old-age services,but it is also a transitional form of the rural old-age social service.However,this paper argues that the old-age social service will not completely replace the mutual-aid old-age service even after the realization of equal access for social care in rural and urban areas.Mutual aid aged care will continue to exist in new forms in the future.
