摘要
PPP 投融资模式在为城市轨道交通建设拓宽资金渠道的同时,也存在着实施方式、补贴机制、增加隐形债务等多方面的问题。对此,以北京地铁4号线的PPP融资项目为例,结合国内外城市轨道交通PPP项目的实施案例,从公有部门和社会资本角度分析城市轨道交通领域采用 PPP 模式优势,并对 PPP 模式存在的成本大幅高于预算、收益大幅偏离预期以及风险分配不合理等问题进行论述。针对城市轨道交通项目PPP模式需要注意的问题,从降低公共部门债务风险、加强政府职能转变和优化项目风险分配等方面提出国内发展城市轨道交通项目 PPP 模式的措施建议,以期为公共基础设施的财务可持续发展提供借鉴。
Although PPP financing has broadened funding channels for the construction of rail transit, there are also many problems, such as implementation methods, subsidy mechanisms, and increasing hidden debts. In this regard, taking the PPP financing project of Beijing Metro Line 4 as an example, combining with the implementation cases of urban rail transit PPP projects at home and abroad, this paper analyzes the advantages of adopting PPP mode in urban rail transit from the perspective of public sector and social capital, and discusses the problems, such as the cost of PPP mode is much higher than budget, the pro fit deviates greatly from expectation and the unreasonable risk distribution. Aiming at the problems that need to be paid attention to in the PPP mode of urban rail transit, this paper puts forward some suggestions on how to develop PPP mode of urban rail transit projects in China from the aspects of reducing the debt risk of announcement departments, strengthening the transformation of government functions and optimizing the risk allocation of projects, so as to provide reference for the sustainable financial development of public infrastructure.
