摘要
加快推进运输结构调整,是打赢蓝天保卫战、实现产业转型升级、运输资源优化配置的有效途径。从货运结构、货种结构、国际货运等方面阐述江苏省货运结构现状,针对江苏省货运结构存在的铁路货运能力紧张、多式联运发展相对滞后、内河集装箱水运优势未充分发挥、长距离公路运输仍占较大比重等问题,借鉴国外多式联运方面的经验,提出加快推进江苏省货运结构调整的对策,即构建铁路货运通道、加快推进货运铁路网建设,实施铁路进港、构建以铁路为骨干的多式联运体系,充分发挥水运资源优势、大力发展内河集装箱运输,积极探索货运政策、引导长距离公路运输向铁路和水运转移,以期为江苏省货运结构调整提供参考。
Accelerating restructuring of the transportation network is an effective way to implement the blue-sky protection campaign and realize optimal resource allocation in industrial transformation and upgrading. This paper studies the freight network in Jiangsu from the aspects of proportions of different transportation means, cargo categories and international operation, which identifies the restrictions including limited railway freight capacity, imperfect collecting and distributing system at ports, untapped potential of inland water container transportation and a large proportion of long distance transportation on road. Based on the intermodal transportation practices internationally, this paper puts forward the strategies to accelerate restructuring of the freight transportation network in Jiangsu: building railway freight lines and network, setting up a railway-backed intermodal transportation network connecting railways to ports, giving full play to water transportation, facilitating inland river container transportation, promoting policy research and encouraging long-distance operation to divert to railway and water from highway, which are expected to provide reference for Jiangsu to restructure its freight network.
