摘要
为将煤矿安全风险预控管理体系与煤矿岗位标准作业流程两套体系有机融合,相互借鉴,实现安全高效生产式煤矿管理。针对煤矿安全风险预控管理体系与煤矿岗位标准作业流程融合难题,结合二者的发展历程,分析了二者的内涵和特点,并对二者之间的关系进行了研究,指出煤矿岗位标准作业流程是实现风险控制的有效手段,二者相辅相成。同时依据二者的特点和关系提出了二者融合的基础、原则和方法,为煤矿安全风险预控管理体系与煤矿岗位标准作业流程融合提供了借鉴。
In order to solve the problem in merging of coal mine post standard operating procedure and risk pre-control management system of safety in coal mine, both of the two ’ s development courses are summarized, the intension and characteristics are analyzed,and the relationship between them are researched. The author also points out that the coal mine post standard operating procedure is the effective means to realizing the risk pre-control management system of safety in coal in coal mine,they exist side by side and play a part together. Then,points out the merging foundations,principles and methods according to the relationship between them. The research findings of this paper can provide references for merging of coal mine post standard operating procedure and risk pre-control management system of safety in coal mine.
