摘要 我国普遍实行的"三公"调度模式,主要强调各发电企业电量完成进度的公平性,严重制约系统整体运行经济性的优化空间,影响经济效益。针对上述问题,提出一种基于基尼系数可兼顾系统运行公平与经济性的"三公"调度模型。其基本原理是将各电厂电量执行进度间的基尼系数作为调度模型的约束条件,据此构建了以发电成本最低为目标的优化数学模型。在模型中可以通过调整基尼系数的高低,来实现对系统运行经济性与公平性的偏重程度。由于电量进度可反映发电单元的经济收入,而基尼系数可用于评价社会统计中收入分配总体公平与否的经济统计指标,故将其用于衡量调度的公平性较为恰当。仿真分析表明,与常规经济调度和"三公"调度模型相比,所提出模型能更好地协调公平与经济间的关系,其不仅是常规调度模型的扩展,为调度部门制定发电计划提供更为丰富的选择,亦可通过基尼系数的调整为监管部门制定相关政策提供参考。 The impartial and open dispatching principle that adopted commonly in China put a lot more emphasis on the fairness of the electricity production schedule of electric power enterprise, resulting in the restriction of the optimization space of power system overall operation economy and the reduction of economic benefit. Aim at above problems, a Gini coefficient based power dispatching model which can give consideration to system operation fairness and economy is proposed. The basic principle is that the Gini coefficient between the power generation schedule execution result of each power plant is taken as the constraint condition of the dispatching model. Based on this, an optimal mathematical model with the aim of minimizing power generation cost is established. In the model, the degree of bias of the system operation economy and fairness can be realized by adjusting the Gini coefficient. Because the electricity production schedule can reflect the economic income of the electric power enterprise, and the Gini coefficient is used as economic statistical indica-tors to evaluate the fairness in the overall distribution of income in the social statistics, so it is more appropriate to be used to measure the fairness of the scheduling. The simulations reveal that to be compared with the conventional economic scheduling and the universal impartiality and openness of power dispatching model, the proposed model can better coordinate economy and fairness. The proposed model is not only an extension of the conventional scheduling model, but also providing a richer choice for the dispatching department to develop a power generation plan. It can also provide reference for the regulatory authorities to formulate relevant policies through the adjustment of the Gini coefficient.
