摘要
国际大科学计划和大科学工程是一个国家综合实力和科技创新竞争力的重要体现。牵头组织大科学计划对于我国增强科技创新实力、提升国际话语权具有积极深远意义。鉴于我国目前在国际大科学计划设计布局及管理中经验不足的现状,选取包括深海钻探计划(DSDP,1968—1983年)、大洋钻探计划(ODP,1985—2003)、综合大洋钻探计划(IODP,2003—2013)、国际大洋发现计划(IODP,2013—2023)四个阶段在内的大洋钻探计划为例,分别从计划的演化过程、管理机制、经费来源、成果管理及共享制度等角度进行分析,提出任务驱动、协同管理、多渠道经费筹集、研究权益划分、细化共享、重视人才队伍建设、加强监督评估等具体建议。
The international great science program and the great science project are important manifestations of a country s comprehensive strength and scientific and technological innovation competitiveness.The organization of big science projects has great significance to China s strengthening of science and technology innovation and enhancement of international discourse power.In view of China s current lacking of experience in the design,layout and management of international big science projects,this study selects the ocean drilling programs,including Deep Sea Drilling Project (DSDP,1968-1983), Ocean Drilling Program (ODP,1985-2003),The Integrated Ocean Drilling Program (IODP,2003-2013),International Ocean Discovery Program (IODP,2013-2023),as examples,analyzing their evolution process of performance management, the planning management mechanism,the sources of funds,the achievement management and sharing system respectively. At last,this study specifically puts forward some concrete suggestions,including task-driven rule,collaborative management,multi-channel fund-raising scheme,research equity division,detailed sharing system,construction of talent team,the strengthening of supervision and evaluation, etc.
