摘要
基于修正后的Hoeckman频度测量法的指标体系分析了中国服务业的部门开放度以及开放特征。研究发现:我国服务业开放度不断提升,服务贸易逆差呈现出不断扩大的趋势;同时,各部门开放有如下特征:分销、旅游服务业开放水平较高,教育、通信和商业服务业开放水平较低,金融、环境服务业近年来服务贸易壁垒在逐步降低,运输服务业属于中度开放的服务贸易部门,建筑和娱乐服务业贸易开放政策尚不健全;进一步的研究表明,服务业外资企业行政审批手续相对繁杂,服务贸易政策对跨境交付和境外消费贸易模式的限制相对较少,对商业存在和自然人流动限制则相对严格;最后,文章提出了相应的对策建议。
Based on the modified Hoeckman frequency measurement system, this paper analyzes the opening degree and characteristics of service sector in China. The results show that the openness of service sector in China has been continuously improved, and the deficit in services trade has shown an expanding trend. At the same time, the openness of various departments has the following characteristics: the opening degree of distribution and tourism services is relatively high, and that of education, communication and business services is low. The barriers to services trade in the financial and environmental services are gradually decreasing in recent years, and the opening degree of the transportation services is moderate. The trade openness policy of the construction and entertainment services is still imperfect. Further research shows that the administrative approval procedures for foreign-funded enterprises in the service industry are relatively complicated, and the services trade policy has relatively few restrictions on cross-border supply and overseas consumption trade patterns. The restrictions on commercial presence and natural person movement are relatively strict. Finally, the corresponding policy recommendations are put forward.
