摘要
建设现代化经济体系是党的十九大作出的战略部署,也是引领新时代中国特色社会主义经济发展迈向中高端水平的总纲领。现代化经济体系是社会主义而不是其他什么主义的现代化,需要构建与我国国情相适应的主体秩序和交易秩序。现代化经济体系要更加注重经济发展质量和效益,在区域间注重发展的系统性和协调性,在产业链上更加追求"微笑曲线"的两端。要实现这些目标,需要在主体秩序层面进一步完善现代企业制度,激活产权的各项权能,更好地发挥政府的作用。在交易秩序层面,需要强化企业对生产要素配置的主体地位,建立生产要素差别化配置机制,破除壁垒和垄断,构建统一开放透明的生产要素交易秩序。
Developing a modernized economy is a strategy that the 19 th CPC National Congress makes and is also the general programme to lead the economic development of Socialism with Chinese Characteristics for a New Era to the middle and high level.The modernized economy is a socialist modernization rather than any other kind of modernization,which needs to build a market entity order and a transaction order that are suitable for our national conditions.It should be focused in the modernized economy on the quality and benefit of economic development,on the systematization and coordination of the development in the regions and on both ends of the"smiling curve"in the industrial chain.In order to achieve these goals,on the market entity order it is necessary to further improve the modern enterprise system,to activate the various functions of the property rights and to better play the role of the government;on the transaction order it is necessary to strengthen the main position of enterprises to allocate production factors,to establish a differential allocation mechanism of production factors,to break down barriers and monopolies and to build a unified,open and transparent transaction order of production factors.
