摘要
灵活式公交作为一种新型混合公交系统,融合了常规公交系统的低成本效益以及需求响应式公交系统的高度灵活性,在城市新区及市郊等低出行需求密度区域有着很强的适用性。对灵活式公交分类进行了介绍,并分析了不同类型的灵活式运行机制上的共同点以及在灵活性上的差异。根据规划阶段的不同,将灵活式公交的发展划分为战略规划、战术规划以及运营规划3个等级,详述了各层级的规划内容。深入总结了国内外灵活式公交的主要研究现状,详述了国外的运营实践经验以及各规划阶段的主要研究内容和方法。并对当前灵活式公交运营规划所面临的挑战进行了分析,提出了适应我国的灵活式公交构想。
As an innovative hybrid traffic system,flexible transportation services combines low cost of fixed-route transportation with flexibility of demand-responsive transportation.It has a strong applicability in suburban and rural areas with low demand density.This paper introduces main classifications of flexible transportation services.Mutual relations of operational mechanism and differences of flexibility are analyzed.Based on different characteristics of planning levels,a hierarchical planning structure is proposed.Planning processes of flexible transportation services are divided into strategy planning,tactical planning,and operations planning.A comprehensive literature review is summarized covering a number of significant practical experiences and methodological contributions in each planning level.Challenges in operation and planning are analyzed.A conceptual design of flexible transportation services is proposed to suite actual conditions of China.
