摘要
软件服务外包作为服务业的重要产业在企业价值链中的作用日益增大,然而软件服务外包企业的供应链思想尚未成熟,企业对供应链管理和绩效评价缺乏理论指导。从软件服务外包供应链结构出发,对软件服务外包企业利益相关者进行分析,获取软件服务外包供应链战略目标,继而利用战略地图模型与平衡计分卡方法分解得到ITOSSC战略特点,并依据软件服务外包企业绩效管理特点构建了基于ITOSSC的绩效指标体系。最后,采用基于三角模糊数的层次分析法进行了实例分析,结果表明该绩效评价体系能有效分析软件服务外包企业供应链的现状,为其提升供应链运转效率提供依据。
As an important part in the service industry,the software service outsourcing industry has played more and more significant effect in the value chain of firms.However,most of the software service outsourcing firms lack the awareness of supply chain management and has little experience to evaluate the performance of service supply chain.According to structure of the IT outsourcing service supply chain(ITOSSC),the strategy goal of ITOSSC is confirmed by analyzing the stakeholders.Then the strategy points of ITOSSC are refined by use of Strategy Map and Balanced Score Card(BSC).The performance evaluation index system considering characteristics of ITOSSC is built according to the analysis of strategy goal and strategy points.In order to present the subjectivity of expert,the triangular fuzzy number is presented to transfer the index weight into fuzzy data.Finally,an example analysis is carried out by using the hierarchical fuzzy method based on triangular fuzzy numbers.The result shows that using this system can effectively analyze current situation for the software service outsourcing firms′supply chain and also give a guidance for them manage their supply chain.
