摘要
按照国家《推动1亿非户籍人口在城市落户方案》提出的目标要求,以50个地级及以上城市为对象,评价这些城市户籍人口城镇化推进的总体状况及城市之间的差异。结果表明:被评估城市户籍人口城镇化率高于全国平均水平,但户籍人口城镇化率与常住人口城镇化率差距较大,不同区域城市间差异明显。按照"十二五"时期的速度进行推算,完成"十三五"的目标任务仍然艰巨。对此提出如下建议:国家应该针对不同类型城市采取差别化的户籍政策;把政策重点由解决城乡"二元"分割转到化解区域内外有别上;应尊重流动人口落户的意愿,建立"以脚投票"的流动迁移机制;注重维护农民的合法权益,探索从农村内部解决农民进城后顾之忧的途径。
According to the national goal of promoting the 100 Million Non-Registered Population in Urban Settlement Plan,we take 50 cities at prefecture level and above as samples to evaluate the overall situation of the Chinese registration urbanization and analyze differences between cities.The results showed that the urbanization rate of the registration population of these 50 cities is higher than the national average level,but the urbanization rate of the registration population is far from the urbanization rate of the resident population,the gap between cities in different regions is obvious.According to the urbanization rate of the household population during the 12th Five-Year Plan,achieving the goal is still arduous during the 13th Five-Year Plan.The suggestions are as follows;the country should adopt different household registration policies for different types of cities.The focus of the policy should change to solve the problem of regions gap from the urban-rural dual structure.The country should respect the wishes of the floating population,establish the mobile mechanism of“vote with their feet”,safeguard the legitimate rights and interests of farmer,and explore the way to solve their problems from the local countryside.
