摘要
本文通过对西南油气田分公司QHSE管理体系的诞生、发展、现状进行阐述,提出了相应的解决方案。通过对中石油西南油气田中石油基层单位对QHSE管理体系的管理现状进行现场考察研究和调查问卷的方式,分析出QHSE管理体系在执行上还存在的矛盾与不足,探讨如何平衡QHSE管理体系在基层单位与上级单位之间的矛盾,针对这些不足给出建设性意见。
Through the introduction of the birth,development and present situation of QHSE management system of Southwest Oil and Gas Field Branch,the corresponding solutions are put forward.Through field and questionnaire investigations on the management situation of QHSE management system in the grassroots petroleum units of Southwest Oil and Gas Field Branch,this paper analyzes the contradiction and deficiency of QHSE management system in its implementation.In order to settle the contradiction between grassroots units and superiors in QHSE management system,some constructive suggestions are proposed.
