摘要
文章从数据收集、数据分类、数据描述、数据检索4个角度分析了韩国、日本、菲律宾、新加坡和印度5个亚洲国家开放政府数据平台的数据组织内容和方式,并对比了各平台的数据利用方式,最后结合国内上海、北京、武汉、广州的开放政府数据平台现状,从丰富数据来源和数据格式、增加数据分类浏览方式、规范数据描述的元数据元素、强化数据检索功能、提升数据利用服务质量5个方面提出对我国开放政府数据平台数据组织和数据利用的启示。
The data organization of open government data platform in Korea, Japan, Philippines, Singapore and India was analyzed from four aspects data collection, data classifcation, data description and data retrieval. Meanwhile, the data utilization methods of fve platforms were compared. Finally, this paper enlighted how to organize and utilize the data of open government data in China based on the present situation of four open government platforms in Shanghai, Beijing, Wuhan and Guangzhou from five aspects, including enriching the data sources and data formats, increasing the methods of data classifcation and browsing, standardizing metadata elements for data description, enhancing the data retrieval function, and improving data utilization service quality.
