摘要
城镇化是中国现代化的题中之义和基本国策。我国既要推进城镇化,也要提高环境质量。中国城镇化是改善环境质量还是恶化环境质量,存在争议。为了消除争议,基于现有文献对城镇化影响环境质量的机理进行研究,利用中国2005—2015年省级面板数据,采用中介效应模型,实证研究中国城镇化对环境质量的影响并对其机理进行了检验。通过实证研究证实了中国城镇化改善了环境质量,并证实了城镇化对环境质量影响的机理:一是通过提高城镇居民素质提高环境质量;二是通过升级城镇产业结构提高环境质量;三是城镇化会增加自然资源的消耗,降低环境质量。但这三个方面的综合影响结果是提高了环境质量。推进城镇化,提高环境质量,建设美丽中国,需针对上述三个方面采取对策。
Urbanization is the key point and the basic national policy of China＇ s modernization. In our country, we nmst promote urbanization as well as improve the quality of our environment. There is a doubt that China＇ s urbanization is to improve the quality of the environment or to deteriorate the environment. In order to eliminate the controversy and reveal the mechanism of the impact of urbanization on the environment quality in China, applying the mediation effect model, this paper conducts an empirical study on China＇ s urbanization impact on environmental quality based on the provincial panel data from 2005 to 2015 in China. The results show that urbanization in China has improved the quality of the environment. The meehanism of the impact of urbanization on the quality of the environment consists of three aspects ： firstly, urbanization improves the quality of the environment by improving the quality of urban residents ; secondly, urbanization improves the quality of the environment by upgrading the urban industrial structure; and thirdly, urbanization reduces the quality of the environment by increasing the consumption of natural resources. However, the combined effects of these three aspects are to improve the quality of the environment. To promote urbanization, improve the quality of the environment and build a beautiful China, measures nmst be taken in response to the above three aspects.
