摘要
高校教育基金会的发展促进了高校办学成本的多元分担,成为增强高校办学自主权、推进"双一流"建设的重要支撑。从我国高校教育基金会的总量、分布现状、历时变化、整体运转及表现等方面进行定量分析,发现我国高校教育基金会受重视程度不够、政策端供给不充分、筹资能力不强、筹资结构不合理、资金运作乏力、机构运转困难等,阻碍了高校教育基金会内生动力的释放,抑制了其对"双一流"建设支撑作用的发挥。为此,高校教育基金会既要有国际视野,注重对国外一流高校先进经验的选择吸收和本土转换,也要扎根中国大地,选择适合我国国情和高校校情的发展策略,包括调整机构的功能定位、加强项目的系统谋划、注重资产的投资运作、创新过程的考核评价、培育独特的捐赠关系等,以提升教育基金会服务所在高校卓越发展的能力,更好地助力"双一流"建设。
The development of higher institutions education foundations promotes the multi-sharing of the running cost in higher institutions,and it is a strong support for enhancing the autonomy and advancing the ＂Double First-class＂construction. Through the quantitative analysis on the amounts,current distribution,diachronic changes,operation and performance,it shows that higher institutions education foundations in China are underappreciated,insufficiently policy supplied,weakly operated of with inappropriate fundraising structure,feebly functioned in investment and difficult in daily running.All these factors hinder the organizations＇ release of inner power and restrain the function of support basically. Therefore,the university education foundation should not only have an international perspective,but also attach importance to the selection and absorption of the advanced experience of the firstclass universities abroad and the local transformation. It should also take root in China and choose the development strategy suitable for China＇s national conditions and university conditions,including adjusting the functional orientation of institutions,strengthening the systematic planning of projects and paying attention to the investment of assets,innovating the assessment in the operating process,cultivating unique donation relationship,etc.,in order to enhance the ability of the education foundation to serve the outstanding development of colleges and universities,to better help the ＂Double First-class＂construction.
