摘要
为进一步加深对乡村振兴这一重大战略的理解,科学探索符合地方乡村振兴发展路径,首届江西智库峰会"乡村振兴专题论坛"邀请5位国内"三农"领域的著名专家、学者,围绕乡村振兴战略,从产业振兴、人才振兴、生态振兴、制度创新以及国际经验借鉴等方面作了主旨演讲。专家的主要观点有:(1)关于产业振兴。实现产业兴旺,以现代发展理念来引领,要以市场导向来推进。加快产业振兴,需推进"三大"制度改革、制定产业发展规划、做大做强"绿水青山"经济和加快公共基础设施建设;(2)关于人才振兴。乡村振兴,人才是基础、是根本,要抓住人才这个第一资源、第一要素。乡村人才振兴,需以人才建设为主线,以实用新型为目标,以队伍建设为抓手,以创新创业为手段,全面加强乡村人才建;(3)关于生态振兴。生态振兴,要打造山清水秀的田园风光,建设生态宜居的人居环境,让农村更像农村。要充分发挥生态振兴的支撑作用,将生态优势转化成综合优势和发展新势能;(4)关于制度创新。制度创新促进乡村振兴。农业经营制度创新的关键,在于培育包括农业生产性外包服务主体在内的新型农业经营主体。加快建设绿色生态农业强省,需实现土地规模经营转向服务规模经营转变,强化政策性导向和组织化导向;(5)关于国际经验。不同国家乡村发展虽各有特色,但呈现一些共性和规律。中国的乡村振兴,既要走中国特色道路,为世界提供中国方案,也要借鉴国际农村发展的共性和规律,助力自我乡村振兴。
In order to enhance the understanding of the rural revitalization strategy,to explore the scientific path of the rural revitalization strategy in Jiangxi Province,Which the rural revitalization of the first topic BBS was held on.The five domestic famous experts who were invited put forward the references on the industrial revitalization,system innovation,ecological revitalization,and international experience.The main views of the experts are as follows：（1） the industrial revitalization：To achieve industrial prosperity,which rely on the concept of the modern development and the market-oriented.To accelerate industrial revitalization,we need to advance the reform of the “the three major” systems,formulate industrial development plans,strengthen the “the green water and green mountaine conomy”,and speed up the construction of public infrastructure.（2） the talent revitalization：In the rural revitalization,the talent is the foundation and fundamental,we should seize the first resource,the first element.The revitalization of rural talents needs to take talent construction as the main line,utility model as the target,team construction as the focus,and innovation and entrepreneurship as the means to comprehensively strengthen the construction of rural talents.（3） the ecological revitalization：For ecological revitalization,we need to create rural scenery with beautiful mountains and rivers,build an ecological and livable living environment,and make rural areas more like rural areas.We should pay full attention to the supporting role of ecological rejuvenation and turn ecological advantages into comprehensive advantages.（4） the institutional innovation：The institutional innovation promotes rural revitalization,The key to the innovation of agricultural management system lies on the cultivation of new agricultural management subjects including agricultural production outsourcing service subjects.To accelerate the construction of the strong province of green and ecological agriculture,it is necessary to realize the transformation of land scale operation to service scale operation and strengthen policy orientation and organizational orientation.（5） the international experience：Although rural development in different countries has its own characteristics,which shows some common features and laws.China’s rural revitalization should not only follow the path of Chinese characteristics,and provide Chinese solutions to the world,but also learn from the common features and laws of international rural development to help self-revitalization.
