准确把握实施乡村振兴战略的内涵要义和规划精髓至关重要。要注意推进乡村振兴的系统性、整体性和协同性,切实推进乡村振兴与新型城镇化"双轮驱动",密切关注乡村演变分化态势分类有序实现乡村振兴。科学把握《乡村振兴战略规划(2018-2022年)》的精髓,要注意5个"高度重视"。即高度重视提升农民自我发展能力,提升广大农民的获得感、幸福感、安全感,增加乡村振兴的制度性供给,坚持问题导向并推进《规划》落地,增强工作部署和政策、制度创新的前瞻性与指导性。
It is very important to accurately grasp the connotation,essence and planning quintessence of the rural revitalization strategy.We should pay attention to the systematicness,integrity and synergy in promoting the rural revitalization,promote the"two wheel drive"of the strategy of rural revitalization and the new urbanization,pay close attention to the evolution and differentiation of rural areas and realize rural revitalization in order.To accurately grasp the essence of Plan of the Rural Revitalization Strategy(2018-2022),five issues is of great importance:promoting farmer’s ability of self-development;enhancing farmers'senses of acquisition,happiness and safety;increase the institutional supply for rural revitalization;persisting in problem orientation and promoting the realization of the Plan;enhancing the job deployment and the foresight/guidance of policy and institutional innovation.
