摘要
大学作为一个学术单位,承担着传承学术、创新学术、传播学术及以学术服务社会的重要使命,这个使命决定了学术权力在大学体系中的重要地位。但在现实的大学体系中,学术权力却在重要性及影响性上远不及行政权力。大学中行政权力压倒并支配学术权力的结果,就是大学在属性特征、功能效果及运行过程上的高度行政化。高校学术权力的主要承载者是学术委员会,在现实中,学术委员会的组织形态还不够健全,或者缺少基层组织,或者组织形态还过于粗放,而在运行机制上则较多地依赖于行政权力,不仅缺乏充分的独立性,甚至还堕落为行政的附属物,唯行政之命是从。学术单位的性质要求提升学术权力的地位,获得相对于行政权力的独立性,提升其在大学运行过程中的实质影响力,为此就需要进一步进行学术委员会的建设,完善组织形态,优化运行机制。
As an academic institution,a university undertakes the important mission of inheriting science, innovating science methodology,exchanging academic ideas and serving for the society. It should be prerequisite that academic power plays an important role in the university system. However, on the importance and effect, the academic power of Chinese universities is far weaker than that of administrative power. The result of the administrative power dominating the academic power in universities is the high degree of administration of the university in its attributes, features,functions, effects and operation. The academic committee is the main carrier of academic power in colleges and universities. In fact, the academic committee of the organization is not perfect, or lack of grass-roots organizations, or organization is too extensive, and the operation mechanism is more dependent on administrative power. The nature of the academic units requires to enhance the status of academic power, obtain independence to the administrative power, enhance its influence in the essence of university running process. It is necessary to further improve the construction of the academic committee of the organization, optimize the operation mechanism.
