摘要
省级电网内外部环境的改变给电网的运营效益和运行效率评估带来了挑战。综合考虑省级电网运营效益、电网企业的社会效益和电网运行效率3个维度,构建了省级电网效益与效率综合评估指标体系。基于ELECTRE-Ⅲ算法,提出了一种新的评估方法。首先,改进ELECTRE-Ⅲ算法计及了传统算法的不足和局限性,借鉴并应用熵权法的思想,以及不同省网发展侧重点的差异性,对权重算法进行优化;然后将省级电网发展均衡性转化为影响因子,反映在综合评估结果中。最后,采用敏感性分析对模型的稳定性进行分析。算例结果表明,该评估方法可以有效对省级电网进行综合评估,为省网高效建设和精准投资提供数据支撑。
The internal and external environment change of provincial grid take challenges to effectiveness and efficiency comprehensive evaluation of electric power enterprise. By considering grid operating effectiveness, social effectiveness and grid operating efficiency, the provincial grid effectiveness and efficiency evaluation index is established, and a new evaluation method is proposed based on ELECTRE-Ⅲ algorithm. The method considers the shortages of traditional algorithm and draw lessons from entropy method, the weight algorithm is optimized considering the difference of provincial grid. Then the balance of provincial grid development is transformed into an influence factor, which is reflected in the comprehensive evaluation results. Lastly, sensitivity analysis is used to analyze the stability of model. Example results shows that this method can effectively evaluate provincial grid, and provide guidance to efficiency construction and precision investment of provincial grid.
