摘要
将创新人才政策体系分为人才引进、人才培育、人才流动、人才评价、人才激励和服务保障6个基本面,并对欧美等发达国家(地区)创新人才最新政策进行分析比较,总结凝练国内主要省份创新人才工作的先进经验;在此基础上,通过与国际、国内对标,全面梳理广东近年来主要的创新人才政策,剖析广东现有政策存在的不足;最后提出借鉴国内外先进经验完善广东创新人才政策的六大对策建议。
This paper divides the policy system of innovative talents into six basic aspects: the introduction-of talents, the cultivation of talents, the flow of talents, the evaluation of talents, the encouragement of talents and the guarantee of service, analyzes and compares the latest policies of innovative talents in developed countries and regions, such as Europe and America, summarizes the advanced experience of talent innovation in major provinces of China. On this basis, through benchmarking with international and domestic, this paper comprehensively combs the main innovative talents policies and analyzes the shortcomings of the existing policies in Guangdong. At last, six countermeasures and suggestions are put forward to perfect Guangdong's innovative talents policy forreference from advanced experience at home and abroad.
