摘要
高校职称评审权下放是驱动政府高校管理模式机制改革,优化人才评价与激励,促进高校教师职业公平发展的重要制度创新。高校职称评审权下放是高校办学自主权的回归。我国高校教师职称评审权下放将面临政府职称管理模式难以转型、高校内部治理难以保障公平、社会参与职称制缺失、与之相关人事制度改革推进缓慢的主要困境。为推进高校治理体系改革纵深发展和现代大学制度建设,我国应从政府、高校、社会三个维度协同构建高校职称评审权下放综合治理机制,以克服"一放就乱,一乱就收"的恶性循环。
The title evaluation decentralization is an important institutional innovation to drive the reform of the management mode and mechanism of government colleges and universities,optimize the evaluation and incentive of talents,and promote the fair development of teachers' career in colleges and universities. The title evaluation right decentralization is the return of autonomy in running schools. University teachers' title evaluation right decentralization in China is facing the government title management mode is difficult to transform,the university internal governance is difficult to guarantee fairness,lack of social participation title system,with the main difficulties of slow related to the personnel system reform. To promote the depth development of university management system reform and the construction of modern university system,three dimension from the government,universities and the society in our country to build the title appraisal devolution comprehensive governance mechanism,in order to overcome the vicious circle of "random after put,and then close".
