摘要
建立科学合理的供水成本控制机制,有利于促进南水北调工程长期安全、平稳、高效运行。本文分析了南水北调工程供水成本构成以及运行过程中出现的问题,指出观念滞后、运行制度不完善、刚性运营管理成本高等问题导致了供水成本控制不理想,然后从制度规范、流程优化、预算管理、技术创新等方面,有针对性地提出了南水北调工程运行初期供水成本控制的主要举措：一是树立适应南水北调工程运行初期供水成本控制的理念;二是深化南水北调工程运行与管理的体制机制改革;三是建立科学合理的成本控制体系。
The establishment of scientific and reasonable water supply cost control mechanism is conducive to promoting the long-term safe, stable and efficient operation of South-to-North Water Diversion Project.This paper analyzes the composition of water supply cost and the problems in operation of South-to-North Water Diversion Project.It is pointed out that the problems such as the lag of concept, the imperfect operation system and the high cost of rigid operation management lead to the poor control of water supply cost. It mainly proposes the water supply in the initial stage of operation of South-to-North Water Diversion Project from the aspects of institutional norms, process optimization, budget management, and technical innovation.The main measures of cost control are as follows： First, establish the concept of adapting the water supply cost control in the early stage of operation of South-to-North Water Diversion Project; second, deepen the reform of the system and mechanism for the operation and management of South-to-North Water Diversion Project; and third, establish a scientific and reasonable cost control system.
