摘要
基于农户调查基础上研究黑龙江省农村宅基地流转问题并提出相应对策,以盘活存量农村宅基地,提高农村宅基地集约节约利用度。通过对帽儿山镇农村宅基地流转现状进行实地调研,在收集整理农户对宅基地流转意愿数据的基础上,从农户视角出发对农村宅基地流转进行了初步探讨,分析帽儿山镇农村宅基地流转现状,揭示出帽儿山镇农村宅基地流转存在的问题,借鉴文献中的成功经验与方式方法,提出相应的建议与对策,为帽儿山镇农村宅基地流转的制度化、规范化、法制化提供依据。
The paper aims to study the problems and countermeasures of rural housing land transfer inHeilongjiang Province based on rural household survey,to activate the stock of rural housing land and improvethe conservation and utilization of rural residential land.By investigating the current situation of theresettlement of rural homestead in Maoershan,we made a preliminary discussion on the transfer of ruralhomestead from the perspective of farmers,and analyzed the situation of transfer in Maoershan,revealed theexisting problems in rural homestead circulation,drew on successful experiences and methods from literatures,and put forward corresponding countermeasures to institutionalize,standardize and legalize the ruralhomestead circulation in Maoershan.
