摘要
目前我国调峰资源调用仍存在随意性,导致各类调峰电源调用与实际需求情况存在差距,而且各省区调峰压力日益增长,亟需从规划角度优化调峰策略。针对这一问题,对各类调峰方式发电侧成本进行了分析计算,制定了3类调峰策略,以综合调峰措施发电成本最低为基础,以系统安全稳定性最优、综合能耗及污染物排放等指标最低为总体目标,对调峰策略进行优化调整,提出2020年广东调峰资源调用推荐性意见。研究表明,系统调峰困难时期,充分发挥抽水蓄能及气电调峰能力,启动部分核电机组参与调峰,合理灵活安排系统停机事故备用容量,对于提高机组运行效率,降低系统整体能耗,促进全社会效益最大具有积极的作用。
Randomness of dispatching of resources for peak load regulation in our country has caused differences between dispatching of various power sources for peak load regulation and actual demands,and pressure of peak load regulation in different provinces has increased gradually.Therefore,it is urgent to optimize the strategy for peak load regulation in the aspect of planning.This paper makes analysis and calculation for costs of power generation side of various peak load regulation modes and formulates three kinds of strategies for peak load regulation.On the basis of the lowest power generation cost for peak load regulation measures,aiming at the optimal safety and stability of the system,and the lowest indexes such as comprehensive energy consumption and pollutant emissions,it makes optimized adjustment for those three strategies and proposes recommendation suggestions for dispatching of peak load regulation resources in 2020 for Guangdong province.Corresponding researches indicate during the period of difficult peak load regulation,it is active to improve running efficiency of the unit,reduce overall energy consumption of the system and promote social benefit by making full use of peak load regulation ability of gas-electric,starting parts of nuclear units to participate in peak load regulation and reasonably arrange reserve capacity for system shutdown accident.
