摘要
开展科技计划经费投入绩效评价,对于优化经费投入结构,提高经费效益,促进政府管理部门决策的科学化和精准化具有重要意义。文章根据指标选取原则,运用灰色关联度分析方法的计算模型,对陕西省2009年至2014年的科技计划经费投入产出绩效进行分析评价,并分析陕西省科技计划经费存在的主要问题。最后针对发现的问题提出相关的政策建议。
Based on the science and technology fund as the research object, this paper analysizes in recent years of funding for science and technology development situation in Shaanxi Province, according to the principle of index selection, using the calculation model of the grey correlation analysis method, the plan of science and technology funds in Shaanxi province from 2009 to 2014 of the input and output performance are analyzed and evaluated; analyzes the main problems of science and technology plan funds in Shaanxi province; fnally, according to the problems found, puts forward relevant policy suggestions.
