摘要
为探究如何借助产业转移实现雾霾污染的有效治理,文章以长三角地区内各城市PM2.5日均浓度为样本,在运用Hsiao格兰杰因果检验等计量方法揭示了区域内城市间雾霾污染溢出效应具体特征的基础上,指出了怎样的产业转移才能实现雾霾治理的效果。实证结果表明:(1)区域内各城市雾霾污染的溢出效应是普遍存在的;(2)各城市雾霾溢出效应的强弱与其地理位置有关;(3)污染程度较高的城市并不一定呈现出更强的溢出效应。故结合产业现状来看,现行的产业转移并不能有效缓解长三角地区的雾霾污染问题,必须结合雾霾污染及溢出特征调整产业转移政策、优化产业转移方向,实施区域协同治理、集中化高效治理。
In order to study how to realize the effective control of haze pollution by industry transfer, taking the daily average PM2.5 of cities in the Yangtze River Delta as the sample and using the Hsiao(1980) Granger causality test and multiple linear regression to reveal the characteristics of haze pollution's spillover effect, this paper points out how the industrial transfer can achieve the effect of haze control. The empirical results show:(1) The spillover effect of haze pollution is of ubiquity among the cities of the Yangtze River Delta;(2) The strength of each city' s haze spillover is related to its geographical position;(3) the high-pollution cities do not show significant strong spillover effect. Therefore, based on the industrial status, the current industrial transfer can hardly alleviate the haze pollution in the Yangtze River Delta Area. Industrial transfer policy must be adjusted and the transfer direction must be optimized based on the characteristics of haze pollution and its spillover, with optimization of industrial transfer direction, together with the regional collaborative and centralized governance implemented.
