摘要
以宪法为中心的法律体系和以党章为中心的党内法规体系都是中国共产党治国理政的法理遵循,二者统一于中国特色社会主义法治体系之中,共同构成当代中国社会主义法治体系的法理支撑。推进国家治理体系和治理能力现代化,必须加强中国共产党党内法规制度建设,更好地发挥党内法规制度在党和国家机构改革中的重要作用;在国家治理中加强党的全面领导,必须把加快形成党的领导法规制度作为推进国家治理体系和治理能力现代化的重要着力点,充分认识中国共产党党内法规制度在国家治理中的重要地位和作用。
The constitution-centered legal system and the Party charter-centered system of inner-Party regulations are both the legal principles followed by the CPC in governing the country. They are unified in the socialist legal system with Chinese characteristics, and together constitute the legal foundation of the contemporary Chinese socialist rule of law system. To modernize China＇s governance system and capacity for governance, we must improve the inner-Party regulations institutionally, and let them play a better role in the reform of the Party and state institutions; in order to strengthen the Party＇s overall leadership in governing the nation, we must accelerate the formulation of regulations on the Party＇s leadership as a priority for modernizing China＇s governance system and capacity for governance, and fully understand the important status and role of the CPC＇s inner-Party regulations in state governance.
