摘要
新时期我国正经历着一系列的变革,与创新社会治理、健康中国规划、全民健身计划和体育发展十三五规划等息息相关的城市社区体育健身俱乐部组织,如何在变革中继续生存和发展则是一个至关重要的议题。以上海为个案,深度调查各类社区体育健身俱乐部的运行机制和发展方式,访谈典型性社区体育健身俱乐部的若干管理和工作人员,总结并提炼其宝贵经验。厘清政府权责确定政府角色,在管理中选择性地"在"与"不在";发挥社会中介组织的力量,推进枢纽式管理;打造社区体育健身俱乐部自身的品牌,形成核心竞争力。这既是对上海市社区体育健身俱乐部在发展中的问题反思和经验总结,奠定下一阶段社区体育健身俱乐部发展的理论基础,也是为其他省市社区体育健身俱乐部的建设和发展提供参考。
China is experiencing a series of changes in the new period, and it is a crucial issue for the urban community sports fitness club organization, which is closely linked with social management and innovation, health China planning, the national fitness program and sports development 13th Five-Year Plan, to survive and develop in transformation. Taking Shanghai as a case, we made an in-depth investigation of community sports fitness clubs, learning about the various types of opera- tion mechanism and development ways, interviewing a number of management personnel and staff, and summarizing and extracting the valuable experience. It is proposed that the role of government be clarified ; the power of social intermediary organizations be exerted to promote the pivot management; the brand of community flected the problem and sports fitness club be built to form core competitiveness. The paper has re- summarized the experience of Shanghai community sports fitness club, which will not only lay theory basis for the club development in the next stage, but also provide reference for other provinces in urban community sports fitness club construction and development.
