摘要
信访冲突作为社会现象的一种问题状态在本质上依然是社会矛盾运动的高级阶段,新时代的信访冲突明显具有主体多元化、诉求复杂化、形式多样化、手段极端化等表征。诱发信访冲突原因是多方面的,需要多主体参与综合预防,制约当前信访冲突化解的瓶颈就在于信访功能泛化、信访行为异化和信访主体错位。只有正本清源着眼于社会全局消除诱因,进一步巩固传统接访、拓展网络接访平台,以人为本注重人文关怀,整体联动强化化解机制,才能求得信访冲突化解的实效。
Petition letter conflict as a social phenomenon is still an advanced stage of social contradictions. In essence, the petition letter conflict in the new era is characterized by diversification of subjects, complexity of demands, diversification of forms and extreme means. There are many reasons for the conflict of petition letters, which requires multiple subjects to participate in comprehensive prevention, and restricts the current petition conflict resolution. The bottlenecks lies in the conflict resolution of petition letters are generalization function of petition letters, the alienation of petition letters, and the dislocation of petition letters. Only focusing on the global society to eliminate incentives to further consolidate the traditional receivers, expanding the network liberating platform, people-oriented humanistic care, strengthening the overall linkage mechanisms to resolve conflicts in order to achieve the effectiveness of the petition.
