摘要
肯尼亚蒙巴萨港集装箱大量堆积,后方铁路通道的建设发展迅速,为缓解港口集装箱堆存能力不足的问题,东非地区铁路内陆集装箱中心站的建设迫在眉睫。在阐述铁路内陆集装箱中心站定义及东非铁路内陆集装箱中心站具有满足区域集装箱运输需求、便于开展集装箱多式联运、利于集装箱集中到发、运输优势明显等作用的基础上,从东非铁路规划、集装箱运量预测2个方面分析东非铁路集装箱运输规划。最后结合内陆集装箱中心站的分工及选址原则,提出东非铁路内陆集装箱中心站的选址和运营管理模式建议。
Construction of the railway network is booming in Kenya where the country's biggest port, and the port of Mombasa is stacked with containers shipped from across the world. It is imperative to build an Inland Container Depot(ICD) in East Africa to lower the burden of this port. With an elaboration on the definition of an ICD, this paper highlights its core functions including meeting regional demands, organizing multimodal transport and promoting centralized transport of containers. Based on the strengths of the ICD, the author analyzes the planning of a railway container transport network in East Africa from two aspects, the planning of the local railway network and the expected capacity of container transport. The paper concludes with recommendations for the location and operating model of the ICD.
