人类命运共同体:高等教育国际合作的价值坐标 被引量:82

A Community of Shared Future for Mankind:Guiding Values for International Cooperation in Higher Education

摘要 变化中的世界秩序塑造和影响了高等教育国际合作形态。高等教育所处的世界局势和世界秩序深刻影响国际交流与合作的形态和范围。在世界秩序变迁的新阶段,作为中国特色的新型世界秩序观,基于历史经验和时代发展新趋势,我国提出构建人类命运共同体。人类命运共同体理念对高等教育国际合作具有规范和引领作用。以人类命运共同体引领高等教育国际合作,需要超越以"民族国家利益"界定国际合作目标,保障平等地位和自主性,承认和尊重差异,消解国际合作中的"中心—边缘"结构。同时,高等教育国际合作在助力人类命运共同体建设上需要发挥积极作用。从维护全人类利益的高度出发,通过构筑跨国学术共同体、世界青年共同体和社会责任共同体,携手解决人类面临的问题与挑战,共同为促成公平正义、合作共赢的世界秩序做贡献。 When we examine how see it is shaped by the evolving world international cooperation in higher education has developed over the years, we can order. The world situation and the world order have a fundamental impact on the form and scope of international exchanges and cooperation in higher education. In this new era of the world order transformation, based on historical experiences and development trends of our time, China puts forward the construction of building a community of shared future for mankind, as a new view on world order with Chinese characteristics. This concept should shape and guide the international cooperation international cooperation goals in terms of national interests, in higher education. To do so, we need to go beyond defining ensure equal status and autonomy, acknowledge and respect differences, and replace the "center-edge" structure in international cooperation. Meanwhile, the international cooperation in higher education should actively boost the construction of building a community of shared future for mankind, guard and protect the interests of all mankind, build a community of shared international academia, a community of world youth and a community of shared social responsibilities, jointly tackle issues and challenges faced by mankind, and greatly contribute to a fair, just, cooperative and win-win world order.
