摘要
为了解我国基层医疗卫生机构标准化建设中的问题,对14个省份的基层医疗机构法定负责人、基层卫生机构从业人员发放并回收调查问卷15816份,并组织专家对10个省份开展了实地调研。调查表明,无论是东部发达省份还是中西部相对欠发达地区,我国基层医疗卫生机构标准化建设正稳步推进,基本医疗服务能力不断提高,促进了基层公共卫生服务能力均等化。突出的问题表现在:基层技术人才缺乏,资源分布不均等,制约着基层医疗卫生标准化建设效果的发挥。需要优化资源配置,创新发展机制,合力推进医疗卫生资源下沉,完善基层服务体系,进一步提升我国基层医疗卫生服务能力。
To understand main problems and countermeasures during the standardization of basic medical and health institu- tions, a total of 15816 questionnaires to basic medical and health institutions directors, medical and health personnel of 14 prnv- inces were investigated, and 10 provinces were studied through field investigation. Surveys show that the standardization of primal7 health care institutions has been improving continually in both the developed eastern provinces and the relatively underdeveloped central and western regions and promote the equalization of public health services capacity, some major issues and problems, such as the lack of technical personnel on basic level and the uneven resource distribution still exist and curb the effect of the standardization of medical and health care on basic level. Therefore, it is required to further optimize allocation of resources, innovate development mechanism, and work together to promote the downward transfer of medical and health resources, thus constructing a primary service system based on values and further upgrading the standardization of basic medical and health care institutions in China.
