摘要
以城市水生态文明建设成果为评价对象,结合城市水生态建设的特点,参照《山东省水生态文明城市评价标准》(DB37/T 2172—2012),从水资源、水环境、水生态、水文化、水管理5个方面选取了23项指标构建评价指标体系,利用未确知测度模型进行评价。在未确知测度模型构建上,引入了改进的熵权理论,有效克服了以往相关研究存在的主观赋值的弊端。为验证该模型的有效性,对2015年洛阳市水生态文明城市建设现状进行了评价,结果表明:洛阳市水生态文明建设总体效果为良,其中在水资源、水环境、水生态和水管理建设方面效果尤为显著,水文化建设效果不甚理想;得出的结论基本符合该市建设现状,验证了该方法的科学性、合理性和可操作性。
Taking the achievements of urban water ecological civilization building as an evaluation object, combining the characteristics of ur-ban water ecological building and referring to “ The Standards of Urban Evaluation in Shandong Province” (DB37/T 2172-2012),this pa-per selected 23 evaluation indexes from 5 aspects of water resources, water environment, water ecolog^^, water culture and water management to build the evaluation index system and used unascertained measure model to evaluate the water ecological building. On the basis of the unas-certained measure model,it introduced the improved entropy weight theory,which effectively overcame the shortcomings of previous related researches. In order to verify the validity of the model,this paper evaluated the present situation of water ecological civilization in Luoyang City in 2015. The results show that the overall objective evaluation of water ecological civilization in Luoyang is good,and the effect of water resources,water environment,water ecology and water management are particularly remarkable,and the result of water culture construction is not ideal; the conclusions are basically in line with the building of the city and it is proved that the method is scientific, reasonable and op-erable.
