摘要
基于广西贺州烟草产业贫困县精准扶贫现状的实践调查,构建了广西贺州烟草产业精准扶贫影响机制的多元回归估计模型,并得出结论,(1)扶贫资金对贫困县精准脱贫具有显著的正向影响效应;(2)从资金来源结构看,中央和地方财政扶贫资金(产业扶贫)对脱贫效果更加显著;(3)从扶贫资金投入结构来看,农业项目、教育及培训项目的扶贫投入与脱贫率具有显著的正相关关系。结合研究结论,构建了广西贺州烟草产业资金精准扶贫长效机制。
Based on practical investigation of the realistic dilemma in targeted poverty alleviation of Hezhou, the tobacco industry poverty county in Guangxi, a multivariate regression estimate model was established for the influence mechanism of tobacco industrial targeted poverty alleviation in Hezhou. The results showed that, ①The poverty relief funds had a significant positive influence on the targeted poverty reduction of poor counties. ②Comparing with sources structure of other funds, central financial poverty alleviation funds （industrial poverty alleviation） had the most efficient. ③From the angle of the funding structure, the investment of agricultural project, training and education project in poverty alleviation were positively correlate to the poverty relieve rate. Combining the results with the implementation of ‘precision’, a long-term mechanism for the targeted poverty alleviation of tobacco industrial funds in Hezhou was put forward, that is to apply ＂precision＂ from 3 dimensions： to enhance the scale of poverty alleviation investment, to make a diversified integration of the central financial poverty alleviation funds, industrial poverty alleviation and intelligent alleviation, and to strengthen the construction of security mechanism for the poverty alleviation.
