摘要
中国政府连续制定和实施三期国家人权行动计划引起了国内外高度关注,2013年10月在联合国对中国第二轮国别人权普遍定期审议中,有7个国家对中国人权行动计划的具体落实表示关注。完善人权行动计划的检查促进机制,提高计划实施的有效性,需要借鉴和吸收其他国家的有益经验。1993年世界人权大会以来,位于欧洲的拉脱维亚、立陶宛、摩尔多瓦、挪威、瑞典、西班牙、芬兰等7个国家先后制定了9期人权行动计划。这些计划在探索有效的检查促进机制方面进行了诸多有益的探索。其中,在充分发挥国际人权机制的外在督促作用、发挥国内社会团体和民众底层监督作用、科学设置公共权力机构的专门监督职能等方面的做法和经验有一定参考意义。
It has aroused high concern at home and abroad that the Chinese government formulated and implemented three national human rights action plans. In October 2013, seven countries expressed concern about the specific implementation of China's human rights action plans in the UPR. In order to improve the inspection and promoting mechanisms of human rights action plan, it is necessary to learn and absorb the useful experience of other countries. From the world human rights conference in 1993 to now, seven countries located in Europe, such as Latvia, Lithuania, Moldova, Norway, Sweden, Spain and Finland, have formulated nine human rights action plans. There is a lot of beneficial exploration about how to make the plans more effective. Among them, the following are very helpful for China: fully utilize the super- vision role of international human rights mechanisms and the people at the bottom of society, design the public authority's supervision function scientifically, etc.
