摘要
近年来,中日两国间技术性贸易壁垒程度越来越高,对双边贸易产生了显著的影响。笔者以两国各年度新增的TBT和SPS措施宣告数量表示技术壁垒程度,同中国26个省、自治区、直辖市在2007—2013年间对日本的出口与进口数据一起构建贸易引力模型,在进行平稳性检验后,作协整分析,结果发现:日本实施的技术性贸易壁垒措施对中国出口日本的影响要远大于中国实施的技术性贸易壁垒措施对日本出口中国的影响,中日间技术性贸易壁垒对中国东部沿海省份的影响程度要显著地大于对中西部内陆省份。应从政府、行业、企业及中日政治关系四个不同方面应对中日间技术性贸易壁垒对双边贸易产生的阻碍作用,促进中日贸易健康发展。
In recent years,the extent of Sino-Japanese technical trade barriers gets higher and higher,which exerts a significant influence on the bilateral trade of China and Japan.In this paper,a trade gravity model is established with the extent of technical barriers,which is manifested by the newly increasing TBT and SPS measures in each years,and the data of the exports and imports to Japan from 26 provinces,autonomous regions and municipalities directly under the central government in the mainland of China during 2007-2013.The result of the stationarity test and co-integration analysis based on the trade gravity model shows the influence the technical trade barriers of Japan on the exports from China to Japan exceeds that of China on the exports from Japan to China.The technical trade barriers of both China and Japan exerts more significant influence on the trades abroad in the eastern coastal provinces than that in the central and western provinces of China.Measures should be taken in such four aspects as government,industry,enterprise and SinoJapanese political relations to counteract the hindering effects of the technical trade barriers of China and Japan on the bilateral trade and promote the healthy development of the trade between China and Japan.
