摘要
为了让医保基金扭亏为盈,缓解政府财政压力,三明市在2012年启动了公立医院综合改革。"三明医改"整合了城镇职工医保、城镇居民医保、新型农村合作医保,实现了三保合一。在药品流通环节采取"两票制"以及在院长和医生待遇上采用年薪制等措施,实现了医院药品零加成,避免以药养医的现象,进一步提高了医疗质量。当然三明医改同样存在相关问题,通过对三明医改存在问题的进一步分析,提出三明医改对我国政府及企业的相关启示。
In order to make up deficits and increase surpluses of medical insurance fund, a comprehensive reform of public hospitals is started in Sanming city. Medical insurance for urban workers, medical insurance for urban resident and new rural cooperative medical insurance are integrated together in Sanming medical reform. In addition, Two-vote systemistaken in the circulation of medicines and annual salary system of director and doctor is adopted in the hospital. The implementation of these measures reduces the drug expenditure, avoids the phenomenon of sustaining medicine with drugs and increases the medical quality. There are also some issues related to Sanming medical reform. Through the analysis of medical reform in Sanming city, the enlightenment of Sanming medical reform is proposed for government and enterprises in China.
